Memorandum to the Finnish Presidency

In its Memorandum, entitled “The Hague programme and beyond”, ECRE draws attention to some important issues it feels need to be addressed by the Finnish Presidency of the EU from July-December 2006 in the area of asylum. Key concerns include balancing the fight against illegal immigration with access to protection, responsibility sharing, transposition of EU asylum legislation, asylum decision-making, return procedures, integration, resettlement and human rights in EU-Russian relations. ECRE notably calls for more respect of the asylum institution in line with Tampere, a review of Dublin II, the suspension of discussions on the safe country list and a number of safeguards in the proposed draft Return Directive.
