The European Council on Refugees and Exiles (ECRE) is the umbrella organisation for co-operation between European non-governmental organisations concerned with refugees.

Currently ECRE has 74 member agencies in 29 countries. Principal activities include:  policy development and research, advocacy, legal analysis, information services to members,  networking and capacity-building in South-Eastern, Central and Eastern Europe. ECRE's work is coordinated by the Secretariat in London and an office in Brussels.

Much of ECRE's legal work is carried out through the European Legal Network on Asylum (ELENA), a network of lawyers who promote the highest human rights standards in the treatment of refugees and asylum seekers.

ECRE's advocacy work is carried out through member agencies, through the Secretariat's London office and through its office in Brussels, which undertakes advocacy initiatives aimed at influencing the positive development of existing policy and the future EU agenda.
